You'd need to get an I-130 rolling for him, and once that's approved file he'd attend a consular interview, get denied, and file I-601 to waive the ban associated with an overstay and I-212 to waive the ban associated with removal from US, then once both are approved he'd schedule another interview and get his immigrant visa.

I-601 requires him to prove that his prolonged absence would cause hardship to a qualifying relative: USC/LPR Spouse/Parent(s) (i.e. you).

I-212 is strictly speaking completely discretionary however it's best to just approach it as a more serious I-601.

Assuming DACA and DAPA happen then the waiver process seems even more silly than it is now.

 

But lets say nothing happens and an I 601 and an I 212 are needed, certainly the general consensus I have seen is that the 212 is a subset of the 601 as far as Hardships etc, so if you have the 601 covered the 212 will follow.
