UK voluntary tax contributions

Would only his state pension from the UK be considered in the windfall provision or would the private pension also be considered in the windfall provision? I believe in the state that I live in there is no  taxable income on US SS or pensions. Thank you!

You have two income taxes
 

Federal Income Tax
The IRS taxes most pensions. The portion of Social Security retirement that is taxed by the IRS varies depending on how much total income is earned. 

State Income Tax

I am not familiar with any state income tax rules. My state has no state income tax. Each state makes up their own tax rules so yours may not tax pensions or Social Security retirement.

Thank you. I forgot about Federal taxes (dummy me). And that link you sent - WOW - so much info it blows my mind.
