PhilHealth Mandatory Premiums

What's up with the (new?) PhilHealth rule whereby all PHL citizens must pay premiums no matter where they're located? My wife and 4 kids are all dual citizens, and although we're currently in the US (covered by my health ins), apparently premiums are due anyway and PHL immigration might not not let them leave PHL without paying back premiums and late fees. My income puts us in the top premium bracket and in any case while in PHL we may not want to bother with PhilHealth and just pay at private hospitals anyway. Does anybody have better/more info about this?
