Need advice

So i received my NOA 2 at the end of April. On the letter, it says it will notify me from 4 to 6 weeks that they will send info to HCM consulate. Well, that didnt happen so i picked up the phone and called NVC. Got my case number and was told that the HCM embassy told them not to send any K1 paperwork today during these time and they only prioritize other visa, CR1, CR2, etc... I understand and i told my fiance to keep waiting. While i am in a freaking out mode, my other half kept telling me to keep calm and need to keep in mind everyone else is also on the same boat as we are. I am thankful to have her in my life because i am a scaredy cat. Anyway, it has been 8 weeks, and to top it off, i just got a notification from the site stating that USCIS is planning to layoff 70% of their workforce due to funding issues. I am not depressed and scared that i might not be able to unite with her. Anyway, my question is how is that gonna impact our paper, or the K1 community as a whole?

Timeline

You are correct VIetnam will only be processing CR1, CR2, IR1 and IR2 applications.  It is unknown when they will start processing K1 visas.  They were to be open and starting regular processing of the above visa interviews that were cancelled in March, April and May starting today, June 29th.

Isn't the Proclamation 10014 of April 22, 2020 been extended to the end of this year? Only spouse and children of US citizens are on the exception list as far as family based immigration visa goes. So K1 Visa may not even be given out until after December 31, 2020.

I think so but I haven't followed it closely as I am CR1.  They definitely are only processing the CR/IR applications.
