No NVC welcome letter, but case # given over phone

Hi,

  I received the NOA2 for my partner and I's 129-f filed on Jan 14th. Received the NOA2 on April 3rd, with an expiration of August 2nd. We have not received a welcome letter with our case number.  I was able to reach the NVC by telephone and they said our case had been received on April 21st but had not yet been processed. They did give us our case # though as that had already been assigned. I am the petitioner and my partner (the beneficiary) will be applying for the k1 in London. Can he start his DS-160, since we have the case number? We don't know if the embassy has received our case. We haven't heard anything beyond getting the NOA2 dated from April 3rd, and then getting the case number over the phone. How are we supposed to know what to do next?

 Read this comment I made a few hours ago in the UK forum. The OP is in a similar place as you. I think it will answer your questions about London procedures.
