What is entailed to schedule an interview.  My fiance completed the DS-160.  What is the next step to schedule an interview?

Pay the fee and schedule it.  Follow the five steps on the embassy website

YMMV

Somehow, I missed that step.  Thank you for the information.  My fiance will pay the fee this week.  Are the interview dates held up due to the virus?  Is there a problem if the K1 approval expires before the interview date?

Please advise..

Here is a guide for the visa process, it lists the steps for scheduling and more   https://www.visaconnection-philippines.com/us-embassy-usem.html

Do note that right now there are no interviews for the coming month because of the corona virus.

As of Monday, March 16, the United States Embassy in Manila is canceling routine immigrant and nonimmigrant visa appointments.  At this time your visa appointment is cancelled.  We will resume routine visa services as soon as possible but are unable to provide a specific date at this time. The MRV (application) fee is valid and may be used for a visa application in the country where it was purchased within one year of the date of payment. If you have an urgent matter and need to travel immediately, please follow the guidance and information provided at http://cdn.ustraveldocs.com.ph/, or contact the call center   at +63 2 7792-8998 or 8548-8223 to request an emergency appointment.

There is no issue with approved petition expiring, the embassy will extend its validity up to a year.    Info regarding extending the petition validity under the Scheduling Interview TAB for the I-129F in the link I provided
