I'm trying to figure out if I'm eligible to send in my n400.  

 

Entered the U.S. in November 2013.

Married a U.S. citizen in January 2014.

Got my first PR card (with conditions) in May 2014.

Did the ROC and got a 10 year PR card in May 2016.

 

Reading up on the n400 is confusing me a little, as it says I can only apply after 5 years, but it also says 3 years is fine if married to a U.S. citizen.

 

When do they consider the 5 years starting? From 2014 when I got the first PR card, or is it 2016 when I did ROC and got the 10 year card?

 

I have never left the U.S. since coming here.

 

I wanted to file my n400 this month, but I can't tell if I'm doing it too early.

If you are still in a a marital relationship it does not matter, date is that on your first card. Even if you are not it does not matter.

Yes, you are eligible via either the 3 or 5 year rule.

You are eligible to submit N-400 for 3 year rule since Feb 2017: https://www.uscis.gov/forms/uscis-early-filing-calculator You are eligible to submit N-400 for regular 5 year rule since Feb 2019. Since you are eligible for both, I recommend filing under the 5 year rule.
