IR5 PCC accepted for 1 parent, second parent rejected need certified translation ???

HI Guys

 

Filing IR5 for both my parents, all docs got accepted for my father , for mother the same PCC ( Qatar - Gulf) they are saying DOC Rejected

 

"Please replace this document with a certified English translation and the original language document"

 

However  this is SO confusing, the document is in English / Arabic (both languages) and CLEARLY says in english no criminal records found against the concerned person.

 

Also they approved same PCC for my dad for my mom they did not?Is this a mistake of incorrectly trained officer / reviewer?has anyone seen this as well?

 

Also they are asking for ALL W-2 s and 1099, even though I Submitted last  3 years IRS Tax Transcripts. always thought if you submit tax transcripts from IRS no need for 1099 or W2s?
