So my wife had her K-1 visa issued out of Abu Dhabi in July 2019, we got married in September.  Her daughter is still in Philippines with her family.  The daughter was listed on the I-129F and marked as follow to join.  My question is, do I need to have Abu Dhabi forward the packet to Manila?   Do I need to contact Manila embassy before I submit DS-160 and schedule an interview?  Thanks.

Have you already communicated with the two embassy/consulates about your interviews requests? Unless you have already transmitted your request for 2 visa interviews at 2 separate embassy/consulates you will have to contact both of them and ask them to first ask them to do the file transfer for the K2 visa interview, then contact USEM Manila about time lines, etc.  Realize that it depends on the acceptance of the receiving embassy/consulate to authorize the action. When you contact USEM Manila, inquire with them about the required paperwork and scheduling. You will need to be patient when dealing with all of these bureaucrats. All of this is not likely going to happen overnight.

As mentioned above, you'll encounter some bureaucracy in order to pursue the K-2 follow-to-join. An alternative is you filing an I-130 petition to start the CR-2 process for your stepdaughter: https://www.visajourney.com/content/childpet/ "If you are a U.S. citizen and the father or stepparent of the child or son or daughter, you must file the following with the U.S. Citizenship and Immigration Services"
