I applied my sister to come to the US like more than 10 years ago, I moved several times after I applied and also because of moving, I lost all the documents, now I do not have any case or receipt number to track the status. How can I find my case number?

If the petition is still pending, call USCIS. If it was approved, call NVC.

thanks, i called and got the numbers. The status said they sent my case to the Department of State for visa processing. what does that mean? does that mean it is approved? what is my next step?

If DOS has it, then the I-130 was approved already.

 

Now you wait until NVC is ready to accept documents. See Table B on the visa bulletin for F4 category: https://travel.state.gov/content/travel/en/legal/visa-law0/visa-bulletin.html. When the Priority Date (PD) of the I-130 (basically, when it was filed) is before the date in that table for the current month, NVC can start accepting documents.

That said, the visa cannot be issued until the PD is "current" - meaning prior to the corresponding date in Table A (Final Action Dates). Sometimes there can be years of a difference between these, and retrogression (the date going backwards) can happen.

The dates listed are estimates based on how many applications are pending and how many people actually get visas (since the number of visas in F4 is limited per year, and derivatives like spouses and children are unknowns until the visa is about to be issued).

It was year 2010 when they sent my case to DOS. I already moved at that time so I think I missed all communications from them. I went to the CEAC processing site and put the info but it said they can't find my case. Called NVC but it said high volume call and ask to call next time and hang up the phone...
