Ok so my wife and I are wanting to file to bring her mother over from the Philippines. We looked over the requirements and I don’t see anything about them needing her passport but my wife has friends telling her that her mother will need it before she applies. Could anyone tell me if this is true?

no

she doesn't need her passport now, with the i130 your wife will need her birth certificate to prove that her mom is who she is. and a translation into English of said document if not in English

also copy of marriage certificate and divorces if any

your wife will need also proof of citizenship
