More info is needed to properly answer your question.

 

Has the person ever violated the protection order, and then was arrested/charged for violating the order?

Was the protection order put into place due to any prior domestic abuse/assault arrest or conviction?  In other words, there were criminal charges as well?

Are there any open criminal proceedings against the applicant now?

 

Simply having a TPO doesn't make one ineligible for N400 approval...the person was not detained or arrested---TPOs are civil issues, not criminal ones (unless there are criminal charges afterwards as a result of breaking the order).

Never violated the order.  Judge dismissed the case, but he was still required to take some sort of classes. 

No open criminal cases against him of any kind.

Court-ordered classes and probation?  If on probation still at the time of N400 adjudication , then yes the N400 would be denied as it's USCIS policy to not approve if the applicant is still in open probation by the time the interview rolls around.
