Told we didn't need Biometrics for I-601A

We applied for my wife waiver in October of last year. however we never received our biometrics notice. 

 

After inquiring about never receiving the biometrics letter we received this response.

Is this normal? I thought everyone had to do biometrics?

 

She does not have daca, or done any biometrics in the past.

I did an i601a in August of last year and finally got my approval on June 27th if this year but i received a biometrics appointment and went to it in September of last year
