It's easier to infiltrate a city full of foreigners. If Mohammed bin Jihad and his buddies

showed up in Smalltown, Nowhere, USA, they'd look like monkeys in the zoo.

I really doubt that the officials at JFK were completely unaware of this scenario, as they said they were. Their speech [i.e. the FBI] was meant to spread fear and terrorise the nation.

Since Y2K, and more importantly, since 9/11, corporations and organisations have been enacting Business Continuity Plans, Disaster Recovery Plans, and engaged in Scenario Planning for Crisis Management. In fact, 12 months before 9/11, a major group was doing scenario tests on "passenger airliners crashing into World Trade Centre Towers." It was even THE story on the pilot episode of "The Lone Gunmen" (an X-files spin-off). This kind of thing wasn't unexpected. Neither was it unexpected that terrorists would seek to blow up fuel lines at a major airport. Any smart airport would have Risk Actions Plans in place to mitigate against this type of risk.
