If I think I need a joint sponser, when submitting my financial documents do I submit my sponsors as well or do I want until they confirm that I need one to send in my sponsors information?

Depends. It may extend the NVC processing time a little if they require you to send it to NVC before they give you the Case Complete sign off. They seem to vary between getting you to send it to NVC or telling you to take it to the Consular interview , which won’t extend the NVC processing time.
