Case returned to NVC, document mailed

I have been stuck in administrative processing for 1 year. At my interview they didn’t deny nor approve. Now yesterday my status updated to “Returned To NVC, please Contact for further info.”

Today I got a notification via email that the DoS released a document in relation to my visa application and should arrive by DHL. 

Does that mean they are sending back all my documents accompanied by a NOIR? Or will that get sent to my husband in the US? I’ve read a lot of stories of people getting NOIR and being stuck for years. Super worried and frustrated. 

I also tried calling NVC and cannot hey through, so I sent an email. Case still says returned to NVC regardless of shipment email.
