I-102 Acceptance Letter

I filed the I-102 to replace my lost I-94 and the case status says that they sent an approval letter but I did not receive it. After speaking with a USCIS officer, they said that I have to file another I-102 and pay again for them to resend it. My question is, what is in an approval letter? Is it the replacement I-94? Is it a generic letter with further instructions? Is it just notifying it's approved and the I-94 will be sent in another letter? The officer was unable and unwilling to answer these questions over the phone and just instructed me to file it and pay again. What are my options here? Thank you.

Maybe I am missing something, but can't you access your I94 record online and print it out with your name and passport number? That's what I did when my wife came in on her K1 visa, or do they not do that for everyone?
