I have a question for a friend.

She lives in Dominican Republic and getting married in August over there, she has tourist visa and she is planning to move to US with husband in the middle of August.  Can she request adjustment of status ? what documents will she need  to start the process?

She cannot enter with a tourist visa, intending to adjust status.  That is visa fraud. 

 

The only LEGAL way to go about this is for him to file a CR-1 visa petition for her after their marriage.  There is no way she will be able to move mid-August.  It will take closer to one year.
