For F4: which one is used, final action date or application date?

Timeline

I think my priority date might be current. The chart in the visa bulletin for May 2019 shows for F4 - 1st October 2006. My priority date is 26th September 2006. Does that mean i would be contacted anytime from now? Because NVC has not contacted me yet. If my date is current and i have not gotten any notice from NVC, what should i do please? 

 

Also my sister filed for me and my 2 junior sisters in 2006. But now, i am married with two kids, how do i notify the NVC about these changes in my status? What documents do i need to send to them regarding my husband and children? Thank you as i await your responses.

Current priority date for f4 is 15 feb 2006, my priority date is 8 may 2006 and i have received nvc welcome letter on January and i completed ds260 form but still waiting for visa interview appointment date email from nvc,you should be contacted soon by nvc to pay fees and start submitting required documents .

 You must have notified nvc about your change of status as soon as it happened ,i think this will cause delays now
