Does that pertain to the time that you send your papers to the service center or when you get approved for the visa at the embassy?

My fiance and I haven't seen each other in person in almost 2 years (no we have 2 months left before it actually becomes 2 years that we haven't seen each other.)

Do we:

a) send paperwork in and then have him visit me later on

or

B) have him visit first before sending the papers out?

I would think that if you answer the question on the form, and get it in to USCIS, then you would be ok.

If you do plan to visit after filing the petition (but before the anticipated interview) you could state so in your statement of how you met. "We met via so-and-so, then we blah-blah-blah, yada yada yada, and I plan to travel to (destination) also in the near future" or something like that.

I would hope you have kept some good records of having met (i.e., all the recommended proof) and are keeping logs/records of your relationship since then too (just in case).

In any case - if you get your petition in - you've met their 'having met' requirement - IMO

It goes by the say they accept your package, NOT when you file. There was a similar case recently that she filed 2 days before 2 years was up & USCIS did not accept her application till after the 2 year date. She was given an RFE & we were awaiting her outcome.
