It happens that a petition gets returned cause USCIS forgot to stamp it. Sometimes it happens that USCIS recalls it cause it shouldn't be approved yet. Have you called NVC and asked them why they returned your petition? (I assume you're asking this cause you're in this situation)

Yes i spoke with someone from nvc after he gave me the numbers, he said hold on for minute its looks like something missing or wrong. It looks like your petition was sent back to uscis yesterday.

Looked in the mailbox today, we received a letter from nvc saying they sent the petition back to uscis for review. Do anyone know what could be happening? Tried calling uscis but a recording comes on after i put in the receipt number, telling me that they are reviewing my petition and they would be in touch us. It wouldnot let me in to talk to customer service. Or anybody. It says go online and ask emma.....😭

Not to mention i have all the numbers that nvc gives you.
