Not receiving NOA, 18 months extensions and Bio-metric appointments.

This is so frustrating at this moment. I filled November 19th 2018. I still did not receive my NOA yet.  I reached out to them. They told me, every time I requested to sent me, they sent it. I got my bio-metric appointment letter on December 19th and gave the fingerprint on January 4th. I checked with my mail delivery lady. She did not see any email from USCIS. The one she saw, she delivered to me which was Bio- metric.  My question is how come I got my fingerprint letter not NOA? who knows they sent 18 months extension or not.
