Family member files tax return from WA state but filed N400 from NJ

I have a weird situation.

 

A family member filed last 5 years tax return (as GC holder) from state of WA.

 

A family member under 5 year rule filed for N400 in October 2018 from NJ

She has been living in NJ from May 2018 so she thought she met the 3 months residency requirement before filing.

 

She opened bank account and had health insurance from amerihealth NJ since June 2018.

 

She also had 6 month temporary mail forwarding(change of address) i.e from May to Nov. 2018/

 

She submitted all of if during online application and interview was scheduled so she thought everything she provided with application i.e. documents are enough.

 

But officer asked -- is NJ your permanent residence she said no WA is my permanent resident...I am in NJ temporarily and her permanent state is WA.

So officer said - he can not recommend and tick mark the other check box that says - we can not make decision yet about your application.

 

So now what will happen?

Since she already said her permanent state is WA ..she has to file a new application and spend new money?

She has to move back to WA from NJ and wait for another 3 months before she can apply again?

 

Or USCIS will allow the application to be transferred to WA?
