Mailing a passport overseas for ITIN

My wife is currently in Pakistan and I want to file married jointly because it will get me a better tax refund. I want to get her an ITIN number and found that I need her original passport or a certified copy. The issue is that she doesn't have easy access to an embassy near her to get her passport certified. She went to DHL a few days ago and they said that it is illegal to mail a passport. 

 

What are my options? Can I just have her mail the passport and lie to the shipping company about the contents of the package? Or would it be better to have a friend bring her passport along when coming to the US and hand it to me in person? 

 

I haven't started here I-130 yet so she's definitely not going to be able to come here herself.

I had a friend of my husbands that was traveling back to USA bring his and mail it to me, and when I got it back on my next visit I took it back to him.
