NVC Document Issue

We are currently at the NVC stage of a IR2 petition.   We received our case number and were allowed to start filling forms, paying fees and uploading supporting document.  

 

In the initial upload, I incorrectly uploaded the short version of birth certificate and they rejected to document with a note it was wrong type.  

 

I uploaded the correct long form birth certificate, and they again rejected it with the exact same message.  The translation company cut the page out with an illegible stamp on the back, and thinking this may have been the case, reuploaded with the stamp.  

 

They accepted the document and sent a NEW request to send a copy of our marriage certificate.  

 

We uploaded the marriage certificate, and just now, about two weeks later, they accepted the mariage certificate and added a new message to the case saying that the birth certificate which has been marked as accepted in the CEAC portal, is not the correct document as it is not issued by the correct issuing authority.  

 

The travel.state.gov page says for Mozambican Birth Certificates they should be:

"

Birth Certificates

Available. Birth Certificate (Certidao Narrativa Completa de Nascimento) is issued by Conservatoria dos Registos of city of birth. There may be a fee for this service."

 

The last line of the document, which is the "Certidao Narrativa Completa de Nasciment" is written I, ......... , technician of conservatory of the registry, on this day.... in the Conservatory of registries of (name of town of birth) yadda yadda yadda 

 

I think NVC is mistaken, and I do believe I have provided the correct document - how do I proceed?
