My fiance is in Dubai

Hi guys,my fiance is a filipino but he resides in Dubai,i just want to ask if there's someone here that has a scenario where the fiance is divorced in UAE.,do we still need to get CENOMAR from Phil. embassy or the divorce decree from Dubai will work?...thanks in advance

CENOMAR only required if the interview will be in Manila.
