Outside processing time USCIS

I a US citizen applied I 130 for my mom and dad in early Sept 2017. Got RFE for my birth certificate, supplied in May 2018. My mom's case got approved in July 2018 , went to NVC and is now nearing being sent to US consulate in India. 

But my dad's case lying with USCIS for over 13 months. Since it was outside normal processing time, I submitted online request in Sept 2018 to which they replied " your case is under review , may contact us if no response within 60 days".

Its with Potomac centre.

Plz guide as what to do?

Is it normal?
