My wife and I never reported our marriage in the USA to San Francisco Philippine Consulate. Now, years later, we have two children born to us in the USA. We want to acquire dual citizenship for both of them. Our question is do we have to file a Report of Marriage prior to filing a Report of Birth Abroad? My wife has already returned to the Philippines with the children and rather than filing in the Philippines, which would require travel to Manila, I would like to file the Report of Birth in San Francisco Embassy while I am still in California. I can file the report of birth with only my signatures required but at first look, the report of marriage would require her notarized signature in addition to mine which is not so easy to accomplish as she is no longer in the USA. 

Again, my query is regarding the need for the Report of Marriage prior to Report of Birth Abroad.
