Thats another mess, as Enron / Worldcom simply got caught + punished cooking the books. The major coorporation that ISN'T fixing their books in the same way is the exception, not the rule.

Could be a regional thing. It's definitely "crapped out" up in Jersey since about 2005. No pundits say otherwise, the evidence to the contrary (huge inventories, lower prices) is much too overwhelming.
