Hi - we just got NOA2 approved.  But, we are still confused.  We belong to guangzhou.

Do we have to do ds-160 for guangzhou?

And if so, who completes the ds-160 (Petitioner or beneficiary)?

Thank you so much, everyone!

The beneficiary will fill out form DS-160. You will need other things for the interview too. The embassy will contact the beneficiary with what they need.

My suggestions:

-Set your country to China so others from China can give you more detailed answers.

-Check out your portal's page for the Guangzhou Consulate Information: http://www.visajourney.com/portals/index.php?country=China

-Check this page for what you will need for the interview. : https://travel.state.gov/content/travel/en/us-visas/immigrate/family-immigration/nonimmigrant-visa-for-a-fiance-k-1.html#5 . Scroll down to "The Second Step: Applying for a Visa." There you can find all the required documentation you will need during the next step if you want to get a head start.

Good luck to you!
