I lived in California for the last 5+ years. I also attended college there and graduated two weeks ago.

 

I moved to Washington last week to start my job and filed N-400 since it is about 2.5 months to my 5 years since green card. I realized too late that I messed up and don't meet the 3 months residency requirement before filing since I moved to a different state.

 

Searching around it appears if you fail to meet this requirement, you will be rejected (obviously), but the rejection will happen during the interview and my completion time is scheduled for end of next year. I obviously don't want to wait that long to get rejected and start the process again so two questions.

 

1. Am I out of luck and out ~$700 due to my errors or can anything be done.

 

2. If the answer to 1 is yes, how do I go about cancelling my N-400 so that I can reapply to it after 3 months. Will cancelling/withdrawing damage my future applications in any way?

There is no refund of the filing fee, if that's what you are asking.

Send a written letter to the field office adjudicating your case requesting that the N400 be withdrawn.  Make sure you include your full name, DOB, A# and current address for their written response.  Include a copy of the N400 receipt letter as well, if you've gotten one.  Also, if you haven't as of yet, file a AR-11 form online (free) to inform USCIS of your address change, as required for LPRs.

 

No, withdrawing the N400 does not affect you applying again later once you meet the requirements for naturalization.
