Is medi-cal for medical emergency a form of public assistance?

Hello everyone,

Here is my situation. I am an F1 student and me and my husband a USC are filing for AOS. There is a question that asks: have you received public assistance (other than medical emergency treatment)?

I had mesi-cal for medical emergency for 4 months which I never used because I never needed too. As soon as we got married my husband add me on his insurance and I canceled medi-cal.

Should I reply NO to that question because my card was only for medical emergency? 

I spoke on the phone to two workers and they told me that my medical-cal card was not considered public assistance but I am scared that it actually be for immigration...

Please help has anyone being in my situation?

I thought Students were covered under Univercity arrangements?

I did have my private insurance too. But I applied for medi-cal emergency because my private insurance didn’t cover much for emergencies.
