So your husband found the other place (name unknown :lol:  )  and got the fingerprints handled.  Excellent.

Make sure it is a valid  issuing authority because if it's not then the HK government will not accept the fingerprints. When I got mines, I went to the local police station. The officer's name and signature was in the paper but it didn't have any official chop so I decided to go to the NBI office. I took the NVC  Letter stating that I need to get police certificate(s) together with a printout of HK Police instruction on how to get proper fingerprints for overseas applicant.

This is for Qatar if I remember correctly and not HK.

Fingerprints were taken Camp Crameheadquarters of the Philippine National Police. For the HK PC DFA  (authentication) requires the fingerprints to be taken first to the HK embassy. For Qatar DFA will authenticate no problem.
