I think he should just be able to fill out the paperwork himself to file for a new/renewed passport, and just go to the US website for obtaining and renewing your passport, show the consulate how they are wrong. I don't see a problem here at all.

that is what I thought so too. 

I will update you guys. I might have just have them go to Manila and make appt,.

You are so right, I guess all we could do is make an appt an show up in Manila Embassy to renew his US PP.

i think thats what we are going to do but since this is his first time renewing passport as an adult he must show up in person which means he has to travel to manila and make appt prior
