You are talking terminal fee and that is now P750 (again), and is included in the airfare if you are flying out of NAIA.

 

Travel Tax is the P1630  .. because of your length of stay they may want you to pay .

If you will be flying with any of these airlines, the Philippine travel tax may have already been included but you can double-check it on your e-ticket or you can contact the airline directly, they can check it with your booking or reservation number. 

 

You would also have the option to pre-pay the Philippine travel tax upon booking online with any of these partner airlines.

 

You could also pay for the Philippine travel tax online.

That is why I suggest you carry your Philippines passport (expired or not).   If you only show your U.S. passport they would want you to pay ECC fees, which for a 3 year stay could be huge.

That may only work when booking the flight from within the Philippines.   If airfare is purchased from outside the Philippines not likely to be an option.
