Hi,

 

Me and my wife(USA Citizen) working in Dubai,UAE and we both are married for more than a year now. Can we process our IR-1/CR-1 visa from UAE itself or it is necessary my wife should be USA to start the process?

This is for the NVC stage. So while you certainly can start the process abroad, after the petition is approved, the USC needs to 1) establish domicile in the USA and 2) show either there will be enough current income (usually this is US-sourced income) or amount of qualifying assets.
