Going to get our son a CRBA It is extremely difficult for us both parents to attend, I understand from here I can present myself by having Form DS-3053 signed by my wife and notarized. Is that the right form? 

 
My questions are:
  1. I know any US citizen should have a US Passport, however question is if the embassy will force me to apply for a passport at the time of the appointment or can I apply for that later on a visit to USA? 
  2. I do see the form DS-3053 title is "STATEMENT OF CONSENT: ISSUANCE OF A U.S. PASSPORT TO A MINOR UNDER AGE 16" if we do not plan to apply for the passport do we still need the notarized form?
  3. In the case we do not apply for a passport, and BOTH parents are US citizens does the baby still need to be present for the appointment? Is there anyway at all for the baby not to be present at all? 
  4. Can the notary be outside of the US or it must be a US notary?

Who is the US citizen?  That parent needs to fill out the CRBA application form (DS-2029), have it notarized, and supply documentation of US physical presence to meet the requirements for transmission of US citizenship.  (The DS-3053 is authorization from the absent parent for passport application/issuance, but is not a CRBA application form.)  The other parent can then apply for the CRBA.  The baby has to be present for ar leaseet the initial application/appointment...no exceptions to a consular officer actually seeing the baby.

Both are US citizens!

Last time i didn't even get to see the consular at all everything was done in front

And, to answer your first question, you can apply for a passport at a later date and not at the same time as the CRBA, but I don't see how it could be done in the US.  The child must be in the country where the passport application is made.  How will your son enter the US without a passport?  Unless you are living in Canada or Mexico?

Hello,

My husband filed for CRBA since January for my baby who is 5months plus now and I was told the passport isn’t ready. They claimed the were going to carry out an investigation on my husband’s divorce certificate with his previous marriage and it hasn’t been done till now. Almost 4months and when we contacted them they claimed it was under review. 

My husband filed for me in 2016 for Cr1 and I had my interview last week and got approved. My visa is ready and I have just 5months to report to the U.S and I need to go with my baby. Please what can I do? I’m tired of waiting for the embassy, they are not saying anything about my baby’s U.S Passport and birth certificate. Please advice me
