Upgrading I-130 application for spouse from LPR to IR

I need to upgrade my I-130 application for my wife from LPR to IR. I was wondering do I need to send it to the California Service Center Address (the one listed on I-797), or I should send it to the Phoenix Lockbox where I originally filed. Here are the two addresses
