Timeline Section Update: Error Checking

I have added basic error checking in the timeline section for I-129f, I130, NVC, and consulate dates. Nothing too fancy but it will prevent people from entering dates out of order (ie I130 NOA2 with a date earlier than NOA1). Currently I have to run a script weekly to search and find errors and manually fix them. This new method will not let people get this info into the database in the first place and will give them a chance to fix the problem and resubmit the form. It also reduces my time needed to fix the errors :) (yay me).

I hope to add more sophistication as well as error checking for those and other dates (AOS, EAD, etc.). The current checks will not catch everything (my manual scripts catch them still though) but it is a start :).
