It depends on whether your spouse's daughter was over or under 18 on the date of your marriage.  If she had reached age 18 before the marriage, she has no avenue to immigrate based on the marriage, so do not file a petition with her as beneficiary.  If she was under 18 at on the date of your marriage, treat the petitions as two separate free-standing petitions, but mail them in the same package.

Our daughter is 7 and 2 yrs old. Both minor. So it means I can file three of them together in one package. One i-130 for each daughter and i-130 and i-30a fo my husband.

Yes, I-130a for your husband, but precise language is important here.  You would not file a petition for "our daughters".  If you are their mother, instead of step mother, they need CRBA's not petitions and visas.  Please communicate clearly and precisely as you can.

I did apply for CRBA but I got denied because I don't have 1year continous stay to the US before the child's birth. They said I should apply for petitions.

I see.  Please be as clear as you can, so we can be confident our answers are in the proper context.  File three petitions. Put each package together as if it were going to have to stand alone, then file them all in the same envelope.  For example, your marriage certificate and evidence of your citizenship will go in each package. Depending on circumstances, some other things might well be in each package too.  Be an A student of the I-130 instructions.
