Question Regarding the USCIS.GOV Processing Time Chart

Hello,

 

I spoke to a USCIS Officer today or maybe I should say "agent."  I told him the chart on the USCIS.GOV was last updated on May 31st, 2017 since he was using the date on the chart to convince me the TSC hasn't gotten or started processing cases submitted in the same month as mine.  The agent told me not to pay attention to the date above the chart which usually says " Field Office Processing Dates for Texas Service Center as of: May 31, 2017 " and only to look at the date at the bottom of the page where it says " Last Updated: July 18, 2017 ." 

Which date do the members look at or were told to look at to know when the dates in the charts were updated?  I know the date above usually gets updated every 2 months and thats the date I usually look at.  But the agent said the chart is always updated around the 15th of each month and I am not sure I believe him.  I asked the agent what is the purpose of the date above the chart and he told me its the last time the structure of the chart is updated.  He even gave me an example, his example was if a service center starts to process a form which is never processed by that service center, then that form is added to the chart.  But the dates in the chart are updated on the 15th of each month according to the agent.

I then told him that I have seen the date above not change for 2 months and the dates in the chart didn't neither, but I couldn't make a comment regarding the bottom date.  I have been lied to so many times by them that I don't believe a thing they tell me
