b1/b2 visa renewal Dominican Republic

Hi,

My dad needs to renew his B1/B2 visa. I went into the consulate's website. http://www.ustraveldocs.com/do/do-niv-visarenew.asp

it says that if you meet some conditions you dont need to have an interview. My dad meets the conditions.. but when I click on the link to make an appointment I keep getting a "not found" message https://do.usembassy.gov/niv-step2.html

 

So I guess my question is, does he need to start a "new" visa application, fill out form DS-160, and make an appointment? or is there some link I cant find that it is only for visa renewals (in DR of course)?

They will be able to assist you in scheduling an appointment.

ROC filed on December 1, 2020, assigned to SRC, approved within 106 days on February 18, 2021.
