I don't think so, but I have been reading some conflicting information about this.  Regardless if your status changes to "At NVC" and AOS line disappears, it could still mean you have a checklist.  That is why it is so important to call and confirm your case has been completed and to see if there were/are any issues with the case.  I see on @JBMG awesome spreadsheet you have a scan date of 4/26.  Have you contacted NVC recently to get a status on your case?

I called this morning and nothing so periodically I've been checking all day looking for something and within the last hr I checked and instead of it saying "action required" it said I needed to pay the iv fee still but I know I paid it and when I check the ceac page it shows I paid the iv fee and the aos fee so I checked it again five mins later and it said "action required" again so I don't know what's going on. Maybe it was a glitch or something or they are looking at my case right now I don't know

Very strange.  It happens on the site though and yes it could possibly be a glitch, but I would call again and try and find out what is going on so you are not sitting and wondering.  Part of NVC being able to process your case is having those fees paid.  Also, today marks your 8 weeks from your scan date, so it is a little early for a CC.  Some people have been getting CC's at 8 weeks, but it is not common.  I wouldn't freak out too much at this point, but I would most definately call again and ask about the website issues/IV fees to put your mind at rest. Call call call.

Yea I keep trying to call but I can't get through because of high call volumes so I'm hoping it's a glitch but I'm gonna keep trying to call

Hang in there!  You will make it through eventually.  Keep us updated on what happens (saw your post in the April filers thread).  You are getting close to the end so stay on top of things with NVC.  You will make it! :)

Oh nice!  I'm glad to hear that.  I think your case will be in review soon too.  You are getting close. :)  Seeing lots of CC's on that spreadsheet.

Hopefully
