DCF in Brazil authorized to file the I-130 Petition

I got authorization to file DCF  I-130 petition on Rio consulate , is not clear if i have to send the hole process by email or snail mail , because the first contact to consulate and all documentation to got the authorization has been send by email, any one has experience on DCF brazil or other country? below is the consulate authorization , the link on email is just to direct to forms I-130 and I-130A , a have all forms and documentation ready to go, But I don't have any more info on email how to proceed.

The U.S. Citizenship and Immigration Service (USCIS) office has authorized you to file the I-130 petition at the U.S. Consulate in Rio de Janeiro.

Please verify the link below and send all the necessary documents for filling the I-130 petition to this Consulate. Please include a copy of this e-mail along with the documents you submit to the Consulate. https://br.usembassy.gov/visas/family-immigration/how-to-apply/ 

If the beneficiary is your spouse, A copy of his/her birth certificate is required,

Once we have received the proper documentation, we will proceed with the documents verification and schedule a date for you to come to the consulate for the application fee payment and petition interview.

08/16/19  sent I-751 packet to USCIS Lockbox in Dallas

08/21/19  packet received by USCIS

08/21/19: received text message with case number ( Texas Service Center)

08/23/19: received extension letter in the mail

08/30/19 received fingerprint appointment letter

09/17/19  fingerprint appointment day (done)

09/24/19  fingerprint review completed

9/01/17  --- Biometrics letter notice for I-485 & I-765 & I-131  

9/11/17  --- Biometrics Appointment Done

10/17/17 - Case Is Ready To Be Scheduled For An Interview

11/30/2017 - EAD/AP Approved
12/01/2017 - Card in Production
12/05/2017 - Received Approval Notice in the Mail
12/06//2017 - Card Mailed (Priority Mail) to Me
12/07/2017 - Card Received 

1/19/18  --- Interview Date 2/21

2/21/18  ---  Approved on the Spot

  • 1 hour after the interview received uscis mobile app alert
  • Status changed from "Interview is scheduled" to "New Card Is Being Produced

2/26/18  --- Received hard copy of NOA for the Green Card

2/26/18  --- USCIS Mobile Status changed to "Card was mailed to me"

2/28/18 --- Permanent Resident/Green Card received :jest:

Thanks TIMES ,  when I received the e-mail  confirmation  I did not read all the context on the link, later on  I realized and saw that there was the address, thank you .
