Timeline

My dad got naturalized in 1985 and my mom got naturalized in 1997 . i came to US in 1990 when i was 16 yrs old in IR2 visa . am i qualify for N-600 ?

It depends on the law at the time of your birth, according to the USCIS N-600 instructions, so One2Love's advice is not correct. Since the current law was enacted in 1986 and amended in 2001, (and you were born in 74?) the instructions are advising you to contact the USCIS. There are also considerations as to whether your parents were married at the time of your birth, where you were living at the time they naturalized, etc.  It's not a straight forward yes/no answer based only on their naturalization dates.

Timeline Summary:

K-1/K-2 NOA1 - POE: 9 February - 9 July 2010

Married: 17 July 2010

AOS mailed - Interview : 22 November 2010 - 10 March 2011

ROC mailed - approved: 14 February - 18 June 2013

Citizenship mailed - ceremony: 9 February - 7 June 2017
