I think the F3 quota for India for this year has already been filled. There are people with PD Sept 2006 waiting for more than 8 months since getting Cc mail. There PD is current for last three months.

F3 interview for Mumbai ( after PD 22 Sept2006) will take place only after Oct when the new year new quota starts. The PD in VB will keep on moving at the speed of 5-6 weeks but that itself will not help Indians. ROW interviews are taking place for Nov and Dec.

You are not correct. If quota was over than it will NOT move in VB. Thtas why VB is there to define quota and release the visa as per quota

Interviews depends on availability of slots in consulate. But until i know regulations says Interviews must be schedule "within 3 months of date passed in VB". Not sure about positions at other consulates in india.

I hope youre right.

However, someone who had PD 22Sept2006 was interviewed in April. No interviews since then (past 22sept) none even scheduled for July. So 3 months gone without any iv (VB was Nov 2006 in May 1). How is it possible that all of a sudden Embassy in Mumbai doesnt have any slots although they scheduled 22Sept in April.

There is more to that than you and I know.

BTW, where did you read that iv must take place within 3 months of VB being current?

If you look at monthly issuance of visa stats on https://travel.state.gov/content/travel/en/legal/visa-law0/visa-statistics.html

Mumbai Consulate always issued over 100 of F3 category visa every month, so you probably just need to wait for that long queue.

Long way to go. It needs a lot of patience because we dont know exactly how much time it will take? I think when the new fiscal year will start then they will call for interview.

Yeah true!!

I was very shocked to see March 2007.

I don't understand some people are still waiting for their Interview from Sept 2006 and it's moved to march 2007.

Yes we are waiting for the interview. Our pd is nov 2006 and the visa bulletin is rapidly moving forward . What a big jump from december to march.
