Use the address that's on the paperwork you were sent (if you were sent an RFE, for example). If you're just now sending your first docs, send to the address specified on the USCIS website for your state.

I wasn't sent any address yet I was just getting my AOS and IV paper work ready and noticed the different addresses posted. Just wanted to know is it 31 or 32

USCIS has nothing to do with the NVC and only has one address for all CR-1/IR-1 applicants, regardless of residence.

OP, use either the address on the letter or the one on the website. Ultimately they are the same building (and it's smaller than I thought it would be when I looked it up on Google maps!!!). I sent it to the address on the letter and it was scanned in the day after it was delivered by UPS with no problems at all.

Timeline in brief:

Married: September 27, 2014

I-130 filed: February 5, 2016

NOA1: February 8, 2016 Nebraska

NOA2: July 21, 2016

Interview: December 6, 2016 London

POE: December 19, 2016 Las Vegas

N-400 filed: September 30, 2019

Interview: March 22, 2021 Seattle

Oath: March 22, 2021 COVID-style same-day oath

Now a US citizen!
