Traveling on green card if

Hi all,

We have a situation that we need advice on. Brief background... My step-daughter brough her baby to the US on IR-2 in January 2016 once she got her US passport (my step-daughter also came on an IR-2 visa). In March 2016, she applied for US passport for the baby. But 8 months later, it still hasn't been issued. She has gotten 4 RFE's for more evidence, some of which seem excessive and not even required. That's not the question.

The question... My step-daughter wants to travel in December to Costa Rica. The baby still has a valid I-551 stamp in her passport (which the passport agency is still holding). If she had it, can the baby travel with her current Costa Rican passport (with I-551 stamp valid until Jan 2017)? We never paid the $165 green card fee for any of the kids or baby, so there is no green card. Technically, is she a Permanent Resident or a US citizen? Or is she a PR whose "eligible" for citizenship, but technically a PR?
