Help help regarding my case status

HELLO! Im new here and I hope that you can help me regarding my status.

I received a letter last June this year from NVC. Im not expecting to receive a letter from them regarding the petition filed by my sister long time ago. My sister filed a petition for me way back 1992. I was young back then lets say im 10 or 11 y/o back then. I didnt pursue my application that time and I expected that it was terminated long time ago.

So here comes the letter that I received June this year saying that to file for a formal application for an immigrant visa and I noticed that it has a different case number. Luckily, I was able to have the old letters that I've got from the old petition so thats why I was able to compare the Case Numbers. Out of curiosity, I called NVC Customer Service to know if I can still pursue it because Im now 32 y/o and married by status. MY previous category was F2A. So I asked the agent if I can still pursue it, she told me yes I can. But Im not satisfied with the answer because I read a lot of stories so I just want to know more before I pursue the application.

By the way, I emailed NVC regarding the case status and noticed that the category is now changed to F4.

So my question is, are they really reprocessing my old petition? Because I strongly believe that it was cancelled before. I'm really confused about my case. I read a lot of similar stories that they did process the application and got denied because they are over age.

I hope someone can help me... Thanks in advance.
