In a sense, it just means she is not required to return to her home country to fulfil that requirement. (I missed that in your original post, sorry.)

To my understanding: as you're not a citizen, she won't be able to file adjustment of status. She needs to maintain lawful presence inside the US to be eligible to do that and while she may remain in the US until the date granted to her by DHS and there is no guarantee (or possibility) that her PD will be current before her J1 visa expires. Don't risk overstaying her visa. File the I-130 as soon as possible.
